It depends on if it's a commercial video, or not, or if the usage is commercial (or not), etc, etc.
If I was going to do that, I'd probably contact the person that uploaded the video to be certain...example: our videos we've done on youtube, I would *not* allow such usage unless it was educational, commercial usage, I wouldn't allow.
However, I'm sure other publishers feel differently.
Ah...also, this would be under copyright law which is federal, not state laws, as copyright is a national / federal legal issue, not state specific.
