I think vga a and dvi have smaller pixels than a hdmi tv hd goes up to 1920 x1080 when a vga goes just to640×480 so it wont never work and if it will the image on the high definition tv will be rubbishhh
You run into a problem, in that the VGA signal cannot be understood by the HDMI, regardless of image definition. VGA produces an Analogue signal, HDMI needs a digital signal. A DVI port on a computer can accept both the analogue signal from VGA (DVI-A), and also output a digital signal to HDMI devices (DVI-D), but the DVI connectors themselves cannot interpret and convert the signal from DVI-A to DVI-D before passing it onto the HDMI connector.
Your best bet would be to get a DVI-port add-on card for your laptop (or even better, an HDMI one) and not use the VGA at all - that way, the signal leaving your laptop would be a digital one.

I have a tv with hdmi input, I have tried to connect my laptop vga to dvi and dvi to hdmi cable to my tv but I dont see anything; is there any thing I have to do to see in order to see it in tv. I really need this to my program in tv.
