You've probably not been hacked. What you are running into is spyware. There are two really good programs to help with this. One is Ad-Aware, by http://www.lavasoft.com and the other is SpyBot, by http://www.safer-networking.org. Download them both - they are free. Install, update and run. These two programs will clean up most of the non-virus crap on your computer and it should run better. There are some viruses and spyware out there that block installation of anti-virus and anti-spyware programs. If the installs are blocked - ie - if they simply won't install, you'll likely have to back up all your data and reinstall the operating system from scratch. You may need a shop to do that for you. Good luck!
As smithmax pointed out, you've more than likely picked up spyware. Follow his advice and install both of the programs mentioned.
ALSO:
Make sure you are up to date on your windows installation.
Make sure you're running a firewall and an anti-virus program.
It helps to use an alternative browser.
Even more advice: go to securitytango.com and follow the dance for Windows. Make sure you have all your windows security updates installed, and get rid of most search helper toolbars as most give you the popups and do not help search at all. Firefox will help somewhat, I prefer running at least 5 antispyware programs one after the other to clean the system, make sure to enable blockers in Spybot SD and Spywareblaster, update them fully and enable. A site for many antispyware programs: filehippo.com I personally like the Yahoo Toolbar antispyware program, it quickly finds some of the worst ones, just takes a while to find and install, then you can hide it unless you use Yahoo all the time anyway. It does not find everything. None of them do everything - each Antispyware has a strong point.
Watch out for fake antispyware programs too - advertised in pop-ups - only get from legitimate sites like filehippo.com, download.com, MajorGeeks, etc. - other sites you may be sent to by those sites as alternative downloads.
Be sure to scan all your files, backup drives, usb sticks, memory sticks for malware.

Okay my computer keeps on getting these pop-up advertisement/spams. Some would be like advertising and some would be so inappropriate!! Plzzz someone help me. My mom is assuming we got hacked :[[
