Urbz sims in the city who do i write letter to paradise island?

Hey, In the Urbz, sims in the city I have 2 questions, one is who do I ask to write a letter to paradise island?
and the other is, I know that I have to get on the fan boat to find the dancing nutria, but its not there, how do I find it?

1) you need to talk to grandma hattie (she shud b in jail at that point) so u need 2 b arrested so just run for a bit

2) after gettin grandma hattie to write the letter go 2 the person whos always asleep in the university he will tell u he can get 2 paradise island. wen he's gone there talk 2 the detective n he willl say summit bout sleepy guy leavin him the keys to a fan baot and you can use it
