How to handle my difficult brother?

my brother is 15 and has a bad attitude I dont know how many time we have called the police on him for tryig to beat up my younger brother or hit my mom,
he goes postal when hedoesnt get his way, my mom has a prefab home wich evryone knows is not sturdy...

so he gets mad a wall breaks pretty much her house is a pice of crap because of him.
my mother,well...
shes stabburn however you spell that anyway she doent belive in hitting all ,about I just take his things away and later that day he has them back her cuses at her bad names orders her around when hes hungry, all types of thing ,
oh...and evryones too scaredto say some thing to him I have 3 brothes 1 that is him oscar,a 17 year old and a12 year old wich is the younger one always getting beat up bruises on him almost evryday my mom cant help case shes scared,
my bro cant help cause they get into it bad latst time my brother 17 ende up almost breaking eachothers face a didnt solve nothing, my 2 sisters cant help one is 18 the other 7 and they can do anything cause he gets postal on them its hard my mom has gone 2 school meetings cause he skips classedand misbehaves but yet
the shool could not help my mom nor the police she doent have money to pay for bbot camp she had him in counciling before but evry time he went he would charge my mom $10 my moms not rich ,I tried to help but she got mad and told me to stay out of it cause we faught im so angry,
she buyes them a plastation 3 that was $700 and he doent want to go to school with cheap clothes so he make my mom spen more money cause if she doent he wont go to school, its gotten so bad that the shool told why mom if oscar missed again she would go to jail my mom doesnt have her residental card my dad passed away a few years ago he was the athority figure evry thig has been nuts ever since what can she do?
please help this is getting bad he even socked my moms new boyfried cause he tried to help gave him a black eye,
and if my younger brothe gets anything more than him he beats him up hes like his slave it suckes what can I or my mother do I want to help this doent happen evry day but it s getting there I dont want it to get worse.

I think he needs help and wut you shud do is have yure mom,while he in school,call da cops,talk to them,arrange sumthing and make him go away.

we already try that they want my mom to pay money for taking him some where, she cant afford it.
