Should I tell him how I feel about him??

ok I know I've been talkin about this guy for along time but I still rllylike him. ok I am 15 and I've never had a boyfriend and I finally find the guy I wnna be wit who is my friends older brother. and he likes me to cause she told me he did. and then my friend and I got in a fite and we didnt talk for 2mnths and then I didnt see him forever. now school strted again my friend and I are ok but her brother and I don't even talk anymore. and he ignored me in school for awhile but all of a sudden he looks at me again and gets jealous. so I've tried 2 move on but I cant I really like him. and I thnk he still likes me should I tell him that I still like him or is it 2 late????
