Shooting pool question

I work at a bar and there is a "feud" going on over the following question: If you shoot the eight ball and it is on its way across the table, then the cue ball goes off and is about to fall on the floor. What is the outcome? Is it a legal move should the eight bal go in before the cue ball hits the floor? Thanks!

no no matter what happens, if you scratch the cue ball when you shoot the eight, and you make the eight ball, if the cue ball straches...the person who made the shot looses
