Scabiosa transplanting problems

I transplanted a store bought Scabiosa (pincushion flower) plant last year. All of my other Scabiosa plants grow big and beautiful the way they should, but not the transplant. The transplant never gets past the first leaf phase, the big leaves at the...

base before the thinner more airy leaves and flowers come out. Does anyone know why this is / how I can fix this plant?

They usually transplant very easily. It may just be a coincidence that its the only not doing well..
