Depends. To really make your eyes pop heavy eyeliner is great. But if you just want to define your eyes a little bit or do light makeup before going out, light eyeliner is the way to go.

I prefer less eyeliner- mainly because everyone seems to be going for the 'far-too-heavy-Amy-Winehouse' look at the moment.

Also, it depends on the person- I have friends who can pull it off, but if I tried it, I'd look awful.
