If you have pokemon platinum go to the resort area and use the super rod in the pool. You can catch wild magikarps up to lv100!
I've just caught one lv80, so make sure you fish there and you can get a high levelled magikarp in which you can evolve it into a strong gyarados.
someone on another forum wrote this, so I assume you can
it would be as strong as it would be if you caught it from a lower level though
