Block his number.

call the phone company and tell them that the # should be blocked from your phone or when he/she calls your house/cell phone that you don't need him/she calling you

when im getting a prank call or an unwanted call I have my dad pick up the phone && scare them away. he does this by telling them that he works for the police && they can track him/her down. or sometimes he just acts like a wierd retard && then they get creeped out. its pretty fun.

act like youve become his friend and then give him a new number

Have your parents call his parents about harrassing phone calls and if they don't do anything call the cops (on a non emergency #)
