Sometimes the spin cycle will not function properly if the clothes-load is unbalanced. Redistribute the clothes and restart the process starting with the last spin cycle (or they will rinse again).

If you got the spin cycle to work with the washer, now you have an electrical problem with your drier. Chances are it is the thermostat switch, it is part of the wiring harness. The element doesn't usually burn out. The back of the drier can be removed and the thermostat switch replaced. There is a chance that a second hand outlet can provide such a switch for your make and model, otherwise perhaps it is under warranty.
