well you need to be 18 to get a genitle piercing
because no profesional' is going to pierce a kids/teens genitles
legally you need to be 18 to get it done
profesionals also wont peirce you if your under that age but have parental consent
as for if its hurts, yes it will hurt a lot when your getting it done
its a needle going through your d*ck after all
as for sex, it wont change it
but it might take some gettng used to
also your not advised to have sex for at least 3 months after having a gentile piercing
because it needs that time to heal
otherwise youll probably get an infection
and be aware that piercings are a personal preferance
not everyone likes them
and they girl your with might not like it at all

Well a little late for this question, but an old friend of mine had a 2 rungs of a latter and a PA. He said it never really burned that much, but well, as with most piercings they lossen and he started to dribble a little when he peed. Talk about an awkward conversation.

He was a bit drunk when he got the piercing, and the piercing girl was apparently very hot. She pushed the idea a bit and he did it. Yes guys do stupid things with hot girls around.

im not one for peircings , I only have my nipple , monroe , nose and belly button done , but then again some people may think thats a lot , but it does hurt a fair bit , he dosent have any trouble peeing at all , and he said it did burn for the first couple of days but after that it was fine.

This may not be good advice but you should think twice cause it will leave a permanent mark down there,it will hurt like hell for sure.

I THINK it would hurt a lot! I dont have a penis either, so I wouldnt know either, but yea, it would probably hurt, and, if you think that you would like it, then you should get one, but thats up to you.
