Why do people not smile for certain pictures?

whats up people its me Asked by maximus07 3 months ago, 3 answers.

Why is it that people will smile during most pictures but when it comes to an I.D or drivers license most people make it look like a mug shot or something? (Konvict music lol)

you get told not to smile dont you..? or at least on passports and stuff you do.
