can I keep 1 betta and 6 cardinal tetra in a 5 gallon tank

In theory, yes. That should be enough space and cardinal/neon tetras are decent tank mates for bettas. Put them together and keep an eye on the little guys for a day. Even within their species, all fish have their own temperament and personality. Some bettas are more aggressive then others and may eat the tetras if they are way smaller than he is. Also, the tetras may nip at the bettas fins. Give it a try and see what happens. Just be ready to separate them if you have to.
