Actually, this is 'somewhat' true. It's not that the head gets smaller, it's that cats who are neutered later in life or not at all rend to develop chunkier, puffy cheeks. Neutered cats, in some breeds at least, also tend to be a bit bigger overall in the body. Both these reasons attribute to the illusion of a smaller head.
