she might not have very good mothering instincts. If she stops feeding them altogether, you might have to bottle feed them or eyedropper feed them yourself.
I'm not sure when pups start getting their teeth, but if they have started to get them, maybe they're starting to hurt the momma dog.
Do they already have teeth coming in? I would stick your finger in there mouth and feel there gums. They may be hurting mom now. I ween my chi pups between 3-4 weeks of age.
Or she could have a infection in her breast. Called mastitis. Do her nipples look bright red, hard, swollen?
If the pups have teeth I would switch them to food and that is another converstation if you have questions on that.
