Just take things slow and don't force him to do anything. Don't get mad. I know it sucks, but don't tell him that. Just say "It's okay, whenever you're ready." That really is the best way to get him over it, so that you two will be able to have "real" sex. If you get mad or ask him what's wrong with him, it will just make it more difficult for him.
