I want to listen to music online with NO signing up, NO downloading and NO payment!!! what website do I go to?

Last.fm or Pandora radio (although I think Pandora you might need to sign up for a free account, migth want to check).

Last.fm is pretty great, you don't need an account and you just type in the music you want to listen to (by genre or artist) and it plays it for you.
