well..if you are wanting them bigger try getting a lip liner close to your shade and trace it on the outside of your lips, that will make them bigger.
sometimes putting lipgloss on the center or just the bottom lip will make them pouty and a little plumper.

To make lips look fuller:

-Starting by using the lip liner, line your lips just outside of your lip line, start in the center, working your way out to the corner, don’t go to far outline cause then your lips will definitely look fake. You want to make sure it has symmetry and makes it look natural. Starting at the bottom in the center, work your way out to the corner. Fill in the lips with your liner, making sure there’s no harsh lines and then just top it off with a natural gloss. And that’s how you make your lips look larger.

A really good trick is to LIGHTLY put shimmer above your lip right in that one little dip and slightly under your lip. This attracts light and make it look fuller. And you could also use lip plumper.
