Ask if he’s able to get any special help, such as a homework club or tutor? Can he come and see his teachers after or before classes in order to stay on top of his game? And what can the teacher advise you to do in order for him to excel?

You could ask his teachers how they present the information to the class, whether it is a lecture or if the teacher engages the students by asking them question, having them explain a topic in their own words, or having a student work a problem on the board. Find out what each teacher does to make sure the students know the information before the test. I’ve always thought it is helpful when teachers relate new information to something the students can relate to… music, movies, books. This way, each student can ‘build a bridge’ between the information that’s being learned in class and their pre-existing knowledge.

Social issues can be a large factor in a student’s academic success. Perhaps he is unhappy or depressed. Try asking the teachers about his general attitude during class. You could also ask the teachers if he has many friends in his classes (and if so, whether they’re talkative and distract him from the teacher). If he doesn’t have many friends, this might cause him to be unhappy. He might even feel bullied at school, which would indeed distract him from his classes.

He could be trying to deal with an internal conflict. Perhaps he’s depressed for no particular reason. It could also be that he’s gay and doesn’t know how to come out or if he should come out. He could be very worried about people viewing him differently or not accepting him for who he is. This can be very preoccupying and distract him from his daily life.

Of course it could be as simple as not being able to see the board or hear the teacher.

Whatever the case may be, I think your brother probably knows why he’s not doing well in school. You should make sure to give him multipul outlets and opprotunities to tell you what’s going on.
