Joke i dont understand

Okay so theres this joke from achemd the dead terrorist act by jeff dunham theres this one joke I dont understand but the audience laughed so hard and I really want to get it so heres the joke...
Jeff-so do you like being in dc?
Achemed- I think some...

Achemed-for example the washington monument,...

Achemed-it looks nothing like the guy...it looks more like a tribute to bill clinton

Think about the washington monument...it's big...tall...stands straight up...very phallic...bill clinton...his presidency, the sexual scandal. Penis. That's the point of the joke.

Jeff has a good show. I saw him live last month here in York, PA.
Something you don't see on TV much but is in his live performances is the Guitar Guy. He is good also - a bit raunchier though.
