After it snows AND after you've shoveled off most of the snow. Otherwise, you would end up using a lot more ice-melt than needed. Besides, ice-melt is more for ice (or hard-pack snow) than it is for regular snow.

I would suggest both. If it hasn't already snowed then put some down. In the case of ice storms the salt will keep the water from fast freezing and will prevent compact snow that turns into ice. Some people also like to put sand on the snow because it makes it easier for shoes to grip if you have to walk across it.
