What dose he mean by that?

He's just not ready.
There is a point in a relationship where BOTH parties are 'ready'... he hasn't quite reached that point yet. Just respect his choice and be patient. I think he says he's ready just to make you happy, explain to him that it's okay and tell him it's best not to tell you he's ready until he actually is.

How old are you? look I had sex when I was 15, if your are 14 or 13, I dont think you should.. im 16 right now and im soo scared because I might be pregnant, and thats because I used a condom! im 13 and I no that answer when he says he isnt ready he is because in his head he wants to have sex but if its your first time you should wait anyway to have sex till your like 16 -18
