He’s just not ready. There is a point in a relationship where BOTH parties are ‘ready’… he hasn’t quite reached that point yet. Just respect his choice and be patient. I think he says he’s ready just to make you happy, explain to him that it’s okay and tell him it’s best not to tell you he’s ready until he actually is.
