How to block my friend's cell phone and home phone?

Someone is asking for me and some people ohave contacted me, like ex-sister in law who I don't even know her phone number?
I have a friend, that the company does not have any rights to call him, when he is not involve with it. How do I get his cell...

phone number block and his home phone number, because somehow they got his cell phone number, which I do believe that they were hacking it.? How do I protect him from all this? Even though I tell the company to stop calling his cell phone and home number, they are igoring me to ask
them to stop.

He has to company both his home phone and cell phone company and get customer service to bar that unwanted number from calling him anymore.
