there is no average time becaus every girls breasts debelop at different rates and times
other things like eating disorders, weight gain, being pregnant ect can affect there growth too. its also based on your genes
your breasts will stop growing by the time your around 18-21
so untill then, no one can say how bg theyll get, if there going to grow anymore,ect
also, your 13
you have only just BEGUN to go through puberty and your breasts have only just BEGUN to start growing, so be patient and wait for them to grow
