well she keeps on touching you on your arms and laughing at your jokes, or she has been winking a lot

Depends on the chick. Some may play hard to get, some may tease you and joke around with you. Look for stares that last a little bit longer then they should be. Playing with her hair while talking to you, or even a little tap on the arm or finding some playful way to touch you is a sure sign. Read her body language. If you're sitting next to her and she has her legs crossed towards you, or her face and body tilted towards you, then you obviously have her attention. Sometimes chicks subconsciously part their lips ever so slightly when you're having a conversation with them. Just read between the lines, you'll find out if she's feelin you or not.
