Unless I'm missing something, and hockey skates are different from ice skating skates, you simply wrap them around the little hook things & then around the boot at the top & finish with a regular bow tie knot.

The way to properly tie hockey skates is (this is the way I was taught) to tighten each lace-thing where they cross, as otherwise the skate will be too loose and will wobble. If the resulting string is too long, as it probably will be, you can wrap it around the back and then do the regular bow tie that thedude was talking about.
