Here's some ideas of do's and don'ts:
no small appliances or anything they have to work with.
nothing too personal, like lingerie.
Don't get them perfume unless they wear a lot of it.
No boxes of candy.
No gift cards. (that tells her that you didn't put any thought into it and that you don't know her well enough to know what she would want). Unless it's for a spa, etc.
Note: You can't go wrong with making something for her. My son always makes me a card for my birthday and Mothers Day. It never fails and I adore them.
If you have a camera, take pictures one day and get some good pics of your Mom Mother-In-Law, if possible. Don't let on that you're taking them for a reason. Just be taking pictures of everyone. It would be nice if you had someone take a pic of you and her. Then frame them and give that to her. (it would be great if you could catch her when she's dressed up).
My son did a photo shoot of me one day. He set up the camera on a tripod and set up a long mirror so I could do my own poses and clicked away. I loved it. That's something you could do anytime though (of course, you don't have to have a tripod).
if you get flowers, you'll want to get something that will last (don't get cut flowers because they will die within a few days). You could get something that she should plant afterwards.
Spend some time with her.Take her out to eat and maybe shopping and have her pick something out for herself. Have her try on things (if possible) and model them for you. Compliment her.
If you don't have a lot of money to spend, you could buy her some scented candles and place around the tub. Draw her a bath and set it up like a spa. Just make her feel special. Wait on her. Hey, while she is in the bath, bake a cake.
Do something that she's been wanting done, around the house, something that she can't do herself.
Make a scrapbook.
Do a little make over for her bedroom. Buy a comforter set and jazz it up with some nice pillows. You'll have to figure a way to get her out of the house.
If you want to do something for the mother-in-law, that's great! Just remember that it is Mothers Day and Mothers should come first.
