Next time you talk, ask him why not now and explain to him that you like him a lot and that you would love to go out with.

I dont get why you just cant except his answer. We dont always get what we want, and if he says he doesnt want to date right now, then he doesnt want to!! Your only 13 years old...you have PLENTY of time to be date!

Hes TOO busy to go out? No one can be that busy where they cant have a relationship, and if hes scared about screwing up, then its obvious he just not into you. Those are pretty much *lame* excuses because he really doesnt like you that way.
