Harrasing phone calls

I wanted to know if this is legally considered harrasement because I believe it is from what I learned from my law classes and my fiance who is planning on being a cop and went to school for it believe it is as well but I need to know what I can do.

So...

my roommate has been gettting a lot of calls from the dell financial support...she gets atleast 20 calls a day and sometimes they call 5 times within 2 mins. She has talked to them already like 4 times and at that point they jsut putna recording for whenever she picks up. Once she speaks to them they call more and more. She only owes them 34 dollars and they know she just had surgery so she cant leave the house to get money to pay them with. I want to know if we are allowed to call the cops on them or something like that at this point. I mean I called them earlier and I told them how much they were calling and that its harrasement and it needs to stop and she was like hold on and she was like your roommate is going to have to call back and I told her she has already three times and its become worse and she is barely home and the rest of us are getting sick of you guys calling. We arent getting all of our calls because you call so much so its effecting us and its our business at this point since its not just her phone. And she was being a b*tch...I dont know what else to do.

solved my own problem..its called Fair Debt Collection Practices Act...it protects against an agency calling so much and other stuff like they are doing and it says we are allowed to sue them for this because they are not allowed to call repeatedly to obtain a debt. but since she owes such a small amount they would be force to wipe out the debt owed.

A collector can actually take those measures to ensure payment..it's not harassment and the police won't be able to do anything.

All your roommate can do is set up a payment arrangement with the collector and follow through with it.
It seems like an awful lot of trouble for 34 dollars...why can't she just get someone else to bring the payment in for her?
