First of all, you really should make sure this guy is even worth your time. If you truly believe he is, try talking to your best friend about how you feel towards her brother.
Never even think of doing this behind her back. That could interrupt your relation with the both of them, as well as the brother and sister relationship that they share together.
Usually when you think a guy likes you, chances are...he does. Just get to know him better, and be yourself. But be sure to be open about this with your best friend. She should understand your feelings, considering she's your best friend!

TELL HER FIRST, WHAT EVER U DO, TELL HER FIRST. see if she's okay with u going out with her brother cux somegirls are not okay with that and others don't care. if she's ok, u could try to find out how he feels ar just talk to him(i know it sounds easier when u said it) but it's the bvest way or u could snoop around to find that(sometimes it could be major turn off)... good luck
