Well for one thing if you are starting out don't pin yourself down to any kind of rules, that can kind of hinder you. Do ALLOT of free writing and scrap poems. Then if you like try taking material from those and putting them together. Rhyming isn't necessary at all. I started out rhyming just to help me build a poem, but sometimes trying to rhyme a bunch of words in a poem can cramp it up and sound like a two year old did it. At least thats what I saw in mine. Listen to music! Most Lyrics are poems and listening to the patterns in your favorite songs can really help. Last of all I'll leave you with the poetry website I joined years ago http://www.allpoetry.com there are allot of people there and the whole point to the site is to comment back and forth on each others poems. Having people you don't know read your poems can be nice. Since most of the people you know will tell you it's good even if it needs adjusted. There are also contests on it.
