I know this wasn't your actual question but I'm throwing my 2 cents in. Feel free to ignore it if you like.
1. It is a very BAD idea to make a major purchase (and it doesn't get bigger than buying a house for most people) with someone you are not married to. Anything could happen between now and the wedding and if something does, God forbid, that house is going to become a legal and/or credit nightmare for one or both of you.
2. Are you REALLY sure you want your mother-in-law living with you? Permanently?!
I'm married myself and while my wife's Mom is great, I would tear my hair out if she lived with us...and she doesn't have phone sex as far as I know. =p
As far as your original question goes, have her get a cell phone in HER name and she can use that. You do NOT want her utilities mixed in with yours. If she doesn't pay her cell phone bill, she's the only one affected. If she doesn't pay you or the phone company for her line on time every month, it's going to create problems between either you and her or you and the phone company.

Getting two phone lines
I always rented and know little about owning a home. I am buying a home with my fiancee, that has an in-law apartment for my mother. My mother is no trouble , but when it comes to the phone, she can be a bit noisy. I want to get two phone lines, because...
her and her friend, will call each other and talk dirty, and besides not wanting to hear their sexual conversations, I want us all to have our privacy as adults, and another thing is that my mother will talk to her friend for hours, and sometimes I need to use the phone. Is there a way that I could install two phone lines? Can someone explain how this works? Will it cost monthly, or will I just pay it like paying my regular phone bill, just with another line?
