why not just tell your mom because the only way would proubly be if you go to the doctor but maybe if a friend comes with you thats 18 or something like that

Just make an appointment - its illegal for your doctor to tell your mom that you got tested.

I would think that they have public Health Clinics in NY where you can get free tests for STDs.

13 y.o.? Nope - the doctor has a legal obligation to notify your parents because of your age.
