yes, it seems to be the equivalent.

"The AMIE (Associate membership of Institution of Engineers) program is equivalent to B.E. / B.Tech. degree in engineering. The program is conducted by Institution of Engineers India Limited (IEIL). Like any other engineering degree an associate member of Institution of Engineers can appear in examinations like Civil Services, Indian Engineering Services, GATE, GRE, etc. A candidate with AMIE certificate is eligible to pursue Master's Degree in Engineering. "
