Age doesn't matter, the size of them does. If they're big then wear one. If not, who cares?

I would say use a breast tightenning or breast lifting cream. Then no one will notice, unless you have big nipples.

Well, I wouldn't know but, if you have big nipples, then, I'd where a bra just to be on the safe side.
Better to be modest then not being modest.
