Dark eyebrows and blonde hair

I have naturally dark eyebrows, and my hairs a dark blonde.
Im not sure how I should dye my hair.
My sister said my skins quite fair so having it dark wouldnt look good,

It depends how much darker your eyebrows are than your hair. Usually, natural blondes have darker eyebrows. If you really want them lightened, have it done professionally, as if the bleaching compound gets in your eyes, it can actually cause blindness - at which point, you'll wish you just left your eyebrows be the color they are now.
