Can a cop pull you over on private property?

Can a cop pull you over for driving bad on private property? Like the mall parking lot? And then wait for 3 miles to pull you over.

The mall is a public place. . . Police do have juridiction they can follow you as far as they want to if they observe unsafe conduct in a vehicle. . . . And I hope you were good enough to than the officer for doing his job and looking out for the publics safety. . . . it could make it a little easier in the future for you if the officer pulls you over again.

My cousin is a cop and I asked him once about me being followed by the cops. He said it is technically illegal for cops to follow you, almost like they are waiting for you to do something wrong. All they have to say is that you were driving the same way as his route.
