Commercials and prices

I was thinking, majority of the commercials (theres a very few that is a different price) that sales stuff is always like 19.99 or something like that, it doesn matter what it is, its that price. why are they all the same prices, like is it in a contract...

or something that if its sold through tv it has to be that price??
