give me a store recommendation
affordable clothes I can shop online for.
stores like wetseal, forever 21, alloy, delias, american apparel, urban outfitters, etc.
ew, and not jcpenney
or places that sell shirts for $40, like macy's.
I really want skinny...

If you look at the sites for those places, many times they will have online deals you can't get in stores. I know Urban Outfitters often does, and Old Navy has really cheap shipping on their site.

If you aren't against eBay, many times people will sell brand new clothes on there for a huge discount. If you search for the brand and NWT (new with tags), you'll get results for new stuff.

Sierra Trading Post, Kohls (they always have a lot of sales) Burgener's, Land's End, Penny's, Sears, Marshalls, American Eagle, the Gap, Famour Barr and like prkswliflwr said they have online deals you can't buy in a store.

Oops. didn't read all of your question. Zappo's has a lot of flat pointed toe shoes and they pay S/H fees. Most stores will pay S/H if your purchase is at least $25, but Zappo'syou don't have to have a certain amount. Just disregard that I mentioned Penny's. You might have to go to a specialty shop if you want skinny jeans. Just type skinny jeans in the tool bar an several stores will come up that you can check out.
