My brother is circumcised should he clean his penis with soap every time he urinates also he ejaculates in his sleep once in 15 day how to stop it

no!! never clean your genitals with soap
it irritates the area
and theres nothing you can do to stop having wet dreams as there called
almost all males get them, and its completely normal to get them as well

urine in sterile, so no need to wash, especially not with soap. daily showering is obviously important. im from NZ and no one here is circumsised, so I dont think that really matters, seeing as we all bathe a bit more regularly than when it was traditionally used!
