For mom - try making her a card, it's cheap, and she'll appreciate it a lot more than something store bought...if one of my kids did that, I'd be flattered very appreciative.
For your little brother, if you can swing a new video game, check out the new Spyro for PS2 - both of my kids have been drooling over it, though they are a bit young for that kind of thing. I think that game looks cool, too.
For your best friend...new makeup / accessory / item of clothing might be good. Or if you can think of anything she specifically was wanting in the last 3-6 months that she hasn't bought yet, try that.

I suggested to my daughter, who's boyfirend loves to write and draw, to get him a drawing tablet, a package of notebook paper or spiral notebook, a package of colored pencils, some #2 pencils and a few pens. Wrap them up seperately and then put them in a box and wrap that up too. Not only is it fun to watch them open it but it is also really cool to have them say, Hey! That's why I like you because you really get what I'm about! Even if it's from one guy to another I don't think it's a bad idea. You just may not want to wrap it up as much - Ha!Ha!
As for Mom, I am a 36 year old mom. It's nice to have a nice note or a card that just says how much we are appreciated during the year. Sometimes we have problems with each other and it is just nice to know (even if it's once a year) how much you kids really love us and understand why we are so overprotective and stuff.
Brothers....they are kind of hard. I have one too. I usually get him a game or something that he likes and he's happy. Anyway, hope I have been of some help.
I forgot to tell you another cute idea for mom is a coupon book. You can do this on the computer or on slips of paper and staple them together. Something like: one night of dishes without arguing, one night I will help with dinner and not fuss, one night you don't have to cook, I'll make sandwiches or something. I used to do these for my kids for christmas when I couldn't afford to buy them alot. Now, they give me ones like: One argument night., etc.
