Can you paint a white metal pipe without it coming out bad? And would you have to use a special paint?

yeah, there is specialty metal paints. in tubs, buckets and even spray cans

I recommend spray cans because you can paint it easier and get a more even coat.

just go to your local hardware store and ask for pipe or metal outdoor paint.
