When is the best time to go?
Like spring, winter, summer, fall ??

summer and/or spring are good... but northern europe(the places you said) have seasons at different times, im english

Probably the best time to go to Europe is just after the Summer holidays have ended when there is no longer any overcrowding but the weather is still good. Try September/October.
