What's the best software to create a website?

I was looking to start a website from scratch and wanted to know which software I should use? Frontpage is now gone. I was looking into Yahoo geocities package and also dreamweaver. According to you which is the better software for newbies and not...

I'd probably use the geocities one - my dad had trouble with going from frontpage to dreamweaver, although now he's happy he made the switch. He's not a very advanced user, but definitely not a newbie, as he's been building his own business website for a few years.
