Have you tried pilates or yoga? Both of those are very good to tone & strengthen your muscles. Also, you will need to make sure that you're only eating "healthy" food, cutting down on sugars, fats, etc, to really get good results. Good luck.
I've'e noticed that when I used to walk to college and back (60 minute walk there and back) my cellulite was reduced even though I dont suffer a lot from cellulite. I also drank a lot of water and cut out ALL sugar and junk food. Cycling and skipping is also good for toning the thighs and legs.

There is no one exercise that will get rid of your cellulite. To get rid of it you need to lose all over body fat and improve your muscle tone with exercise. I suggest a sensible eating plan, regular exercise -- including weight training -- and a little patience.
