What does it mean when it says target rate limit reached when I'm trying to sign in and it just isn't working?

umm it does that to me a lot if you a a box that gives you internet then that might be it like mine it just means you dont have such a solid conection and you should try rebooting your computer (
shut it down and restart) to fix it most of the time that works of just shut off your computer off for a half an hour
