Yes, in many states, you'll need a work permit (unless you work for your parents).
I grew up in Oregon, and you could get a work permit after you turned 14, so I'd make sure you have one before looking around for a job, if you need one in your area. Most of the states labor laws are online, or you can contact the local department of employment - you can find it searching for stuff like 'grants pass oregon department of employment' if you lived in grants pass, oregon, on Google, Yahoo, etc.
In terms of finding something that'll pay well, usually, for an entry level position, the best paying jobs are either highly physically demanding OR a job where you can earIn tips. Think construction, painting, starbucks, waiting tables, etc. You can also do some free lance car detailing yourself in your parents driveway, undercut the local dealers, and distribute flyers to advertise. I had a friend do that one summer & do fairly well.

Childcare and Eldercare providers
Health care facilities
Business services (including)
Moving and packing companies
Pool and spa companies
Lawn care and other maintenance companies
Construction companies
Movie theaters
Fast food and restaurant establishments
Ice cream parlors, juice bars
Clothing and accessory stores
Newspaper / Magazine Distribution
Babysitting is always a good idea. It's fast cash and usually it's someone you know, so that's always easier.
Yes, in order to work somewhere being under 16 years of age, you need a workers permit.
However, MOST places probably will not higher you because you have no work experience and you are so young of age. Movie theaters will not higher anyone under 16. Neither will most restaraunts and even some places you have to be 18 to work at.

Do a little research about it because to get the workers permit, they have requirments and statistics you need to follow in order to recieve it.

Actually, fill out your application before you get your worker's permit. If you hear back from them and have an interview date, get your permit before then. There's a sheet of paper your employer has to sign in order for you to work.
