We are have the party at a local hall and the theme is Blue's Clue's?

I would say serve finger food. Anything that is easy to prepare. Try printing out some blues clues pictures to decorate the table with. Put out a veggie platter, maybe try popcorn ( you could use some food coloring to color the popcorn different colors to match the theme). Crackers and cheese. Little sandwiches with your choice of filling... you could use cookie cutters to cut the sandwiches into different shapes. I hope this helps. Try your local restaurants or grocery stores and see if you can get one or two dishes that are not too expensive.
